Each country and each water development project is unique in its disease profile, environmental context, biological diversity and social and economic setting. The countries of South-East Asia, West Africa, the Eastern Mediterranean and South America differ from one other, and their national needs, resources and planning responses vary accordingly. The present chapter cannot cover every need and contingency, but it can be used selectively according to particular requirements. It offers a framework in which options can be evaluated as a basis for well-informed decision-making. This is a corollary of the recommendation of the Bangalore Symposium (WHO Regional Office for South-East Asia, 1989) that the capacities of ministries of health should be strengthened so that development projects can be analysed to ensure that they do not have a negative impact on health status. This chapter is intended to provide a strategy framework for ministries of health to ensure the correct identification of problems and the submission of feasible proposals for prevention and control to the sectors responsible for project approval and implementation. This information needs to be communicated to policymakers so that policy adjustments can be made.
