Foreword This document is the development of a proposal by the Advisory Committee on Health Research (ACHR), surnmarised in a separate document (the Synopsis), for enhancing the contribution of Science and Technology to Global Health Development. It is the outcome of a series of developments arising from the Technical Discussions on Health Research, which took place at the World Health Assembly, in 1990. It also takes into account several independent studies and reports which have appeared over the last few years, providing important intellectual and methodological contributions.
