Excerpt: Developing the capability to quickly defeat an enemy on land, with fewer and more agile forces, is a significant challenge for the military. Desert Storm, Allied Force, Enduring Freedom, and Iraqi Freedom involved severely punishing or defeating enemy ground forces. Although many thought those operations would require a large number of heavily armed troops in close combat, logistic difficulties and the concern over casualties made such operations unsuitable in three of the four conflicts. Those realities will likely have an even greater impact in the future because of the threat of anti-access capabilities and weapons of mass destruction.
