Preface: In the summer of 1986, the Airpower Research Institute-a directorate of the Air University Center for Aerospace Doctrine, Research, and Education (AUCADRE)-decided to devote a substantial part of its energies to the question of low-intensity conflict (LIC). This decision came about in recognition of the changing nature of modern warfare and the need to transform attitudes toward its theory and practice .
