The committee decided that the remaining State Parties would be reviewed according to the chronological order in which they ratified the Convention. In groups of four, they are: Bolivia, Peru, Costa Rica, and Venezuela; Mexico, Trinidad and Tobago, Honduras, and El Salvador; the Dominican Republic, the Bahamas, Canada, and the United States; and, Jamaica and Guatemala ?? Composition of review sub-groups - Each State Party will be reviewed by a sub-group of two states, which were chosen by lot. The procedure used was that each State Party submitted two ballots; its lead expert or delegate randomly selected two ballots; the two states on these ballots comprised that respective State Party's review sub-group. In addition, the committee determined that at least one of the members of the review sub-group must be of the same legal tradition of the reviewed State Party. When this condition was not met, the balloting was repeating until the selected state complied with the requirement. During the course of the second Experts Committee meeting, balloting was undertaken and a review sub-group was established for each State Party. -- Collective interest topics - Following its proposed methodology, the committee considered the issue contained in Article III, section 5 of the Convention, regarding the systems of government hiring and procurement of goods and services that assure the openness, equity and efficiency of such systems. The committee also decided to include in this category of topics, those related to oversight bodies and to existing technical cooperation programs or projects on issues referred to in the Convention, with the support of cooperation agencies or international organizations. ?? 2002 Working Program - The committee adopted an itemized schedule of 10 specific activities to be performed during 2002. These are included in a longer, comprehensive Timetable for the First Round Review covering the period 2002 - 2005.
