Excerpt: The U.S. Coast Guard and its predecessor organizations have played a pivotal role in the safety and defense of the Nation for more than two centuries. The modern Coast Guard grew out of a merger of the Revenue Cutter and the Lifesaving Services in 1915 and has been a component of the Department of Transportation since 1967, when it was transferred from its traditional home in the Treasury Department. One of five military services by statute, its mandated duties run from security tasks and Federal law enforcement to administrative and regulatory functions. The recent terrorist attacks ushered in a new era for the military in defense of the homeland. They also led to dramatic changes in the operational priorities of the Coast Guard, creating new and lasting port security and littoral control missions. Such duties will consume up to a quarter of the overall operational effort of the service for the foreseeable future.
