Introduction: While security assistance is an essential element of U.S. foreign policy and national security strategy, and is often at the cutting edge of our sttategic and other relations with countries, it is a relatively small function within the U.S. Government, and policy-making and implementation are widely dispersed throughout the agencies. The few dedicated personnel operate within a complex web of organizations, for one of the strengths of the program is that it draws on the efficiencies and expertise of the services on one hand, and is embedded in an Administration’s foreign policy at the other end. It is a marginal function, but takes advantage of marginal resources.
