Excerpt: A common concern expressed by police executives is that the shift toward increased counterterrorism responsibilities may require a shift of resources away from community policing. Instead the question should be how community policing and counterterrorism should be integrated. As will be seen, there are more commonalities between the two than one may intuitively expect. Indeed, new dimensions of law enforcement intelligence and counterterrorism depend on strong community relationships. Crime will continue to be a critical responsibility for the police as will the need for community support. Moreover, with increased social tension as a result of this terrorism environment, the need is even greater to maintain a close, interactive dialogue between law enforcement and the community.
